Aug 1, 2025 | Dubai, UAE – Dubai Metro fines are put in place to ensure seamless travel for every passenger. Since its first day on September 10, 2009, the Dubai Metro has been a frequent and easy commute for daily passengers and travelers alike. Below is a compilation of 30 rules to remember, violating which can make you liable to pay Dubai Metro fines.

30 Dubai Metro Fines and Violations

  1. Eating or drinking in the metro will levy charges according to the Dubai Metro fines system. However, passengers are free to eat or drink at stations.
    Fine: AED 100
  2. Dubai Metro fines prohibit sitting in the wrong section reserved for women, children and other such seats. The fine will also be levied on non-gold travellers using gold class cabins.RTA launched an upgrade in 2025 with an inspection technology to monitor this rule.

  1. Putting feet on seats will be fined as it disrupts cleanliness and comfort. The rule will also ensure that seats are available to more people

  1. Dubai metro fines are levied for entering restricted areas inside the train, the station or the service facility.

  1. Entering non-passenger areas inside the train, the station or facilities will have similar fine charges.
    Fine: AED 100
  1. Parking in spaces designated for Dubai Metro users without a valid NOL card will lead to fines. Three stations of the Dubai Metro offer free parking to NOL cardholders.

  1. Causing a disturbance for the staff and passengers on board, and any inappropriate behaviour will lead to the charging of Dubai Metro fines.

  1. According to the rules for Dubai metro fines, carrying materials or equipment that may cause an inconvenience to those around you will lead to a fine

  1. Dubai Metro has a strict no-animal policy, and bringing any animal except guide dogs for the blind is a violation.

  1. Any inappropriate use or Misuse of lifts or escalators is strictly prohibited at Dubai Metro stations.

  1. Opening the doors of a moving metro risks the life of the violator and others as well. The rule also bans attempts to access or leave public transport while it is moving.

  1. Climbing or jumping on board can be unsafe for everyone; hence, remember to properly board and use the metro.

  1. Using facilities and services that are accessible with the NOL card without paying a fare will lead to penalty charges.

  1. Failing to present a NOL card on request will cause a fine issuance card might also be referred to as a unified card.

  1. Selling NOL cards without RTA’s permission is a violation of the Dubai Metro fine rules.

  1. Using a card designated for others such as a blue personal card which provides concession fares for people of determination, the elderly and students without eligibility for it.

  1. Using an expired NOL card can lead to Dubai Metro fines.

  1. Similarly, using an invalid card will result in the same fines.

  1. Selling goods and services inside the metro or at the stations is strictly prohibited.

  1. Failure to comply with the instructions of any RTA authorities or getting in the way of their work will lead to Dubai Metro fines.

  1. Ignoring the signage through the metro facility and misusing the facilities contrary to the signage.
    Fine: AED 200
  1. Do not distract the driver in any way, as it can endanger everyone’s life on board. Doing so is liable to the Dubai metro fines.

  1. Spitting or littering can compromise the cleanliness of the metro and is liable for fines.

  1. Smoking is strictly prohibited in the Dubai Metro, the station and while using any RTA facilities.

  1. Sleeping is not allowed in any passenger shelter or anywhere in the Dubai Metro.

  1. Carrying or transporting alcohol is strictly prohibited on the Dubai Metro, at the station and while using any services. 
    Fine: AED 500
  1. Using a counterfeit card as a legitimate one is liable for Dubai metro fines.

  1. Carrying banned hazardous items like weapons, sharp tools or flammable materials, or anything matching that description on board or at the station will lead to Dubai Metro fines.
    Fine: AED 1000
  1. Unnecessary use of emergency exits or safety devices will lead to fines.
    Fine: AED 2000
  1. Similarly, misuse of emergency buttons in unnecessary situations will lead to fines. The rule extends to on board and in the station.

What is a NOL card? 

NOL is a smart card used in Dubai’s public transport system. It enables seamless travel across metro, buses, trams, and even marine transport. It is a contactless, rechargeable card and allows you to not carry cash for anything. There are four types of Nol card: 

  1. A silver card is a reusable card for general passengers with prepaid credit.
  2. A gold card offers access for gold class cabin in metro and offers priority
  3. A red card is good for short-term use, preferable for one time travel.
  4. The blue card for more personal and secure use, such as for students as it provides concession fares.

The cards can be purchased at various authorised locations such as ticket offices, vending machines and through legitimate agents. They can be recharged through RTA’s website or app, or even through the recharge stations based in the city.

The cards are only for individual travelers. They are useful as they offer lower cost, flexibility and balance recovery in case of theft or loss.
