Recognizing this immense pressure the Dubai government has launched ‘Jabr’ a groundbreaking integrated platform designed to handle all death related procedures through a compassionate single point of contact.

This initiative is more than a digital service it is a profound commitment to humanitarian values embedding social and psychological support directly into the core of government operations. The platform represents a major shift in how the government supports bereaved families using integrated digital solutions and personalized human assistance to ease one of life’s most challenging experiences.

The launch of the Jabr system as part of Dubai’s ‘City Makers’ initiative marks a new standard in empathetic governance ensuring that residents and citizens alike can focus on emotional and social healing rather than administrative stress. 

By unifying multiple government entities under a single framework the Jabr platform eliminates the need for families to shuttle between departments for formalities related to burial repatriation estate matters and social support. It is a seamless comprehensive approach to bereavement care a true example of digital transformation focused on humanity.

Seamless Integration The Benefits of the Jabr System

The primary and most immediate benefit of the Jabr initiative is the drastic reduction of administrative burden. Previously a death in the family required navigating complex processes involving the Dubai Health Authority the Courts the Islamic Affairs and Charitable Activities Department and others. The Jabr system simplifies this entirely.

This single-window approach leverages unified digital coordination for remarkable efficiency. The time required to complete burial and condolence services has been significantly reduced often by days allowing families to proceed with necessary arrangements far more quickly. Procedures for transporting the deceased and repatriation abroad have also been greatly expedited a critical relief for expatriate resident families.

The system’s impact extends far beyond paperwork demonstrating its commitment to care beyond administration. Officials highlight that the support now includes psychological and social assistance offered before during and after the traditional condolence period. The Community Development Authority CDA now works with partners to provide an additional condolence tent setup for Emirati families complete with full hospitality services for the three day mourning period. 

For resident families eight public benefit organizations and places of worship collaborate to provide crucial condolence support ensuring a comprehensive support network is in place. Furthermore the Knowledge and Human Development Authority KHDA has trained hundreds of school counselors to support students experiencing family loss working to ensure children are not left to cope alone. The power of Jabr is its ability to reduce both the psychological and financial pressures on families during this sensitive time.

Access and Activation How the Jabr Platform Works

The operation of the Jabr system is designed for maximum automation and minimal family intervention. Eligibility for the service is universal covering all deaths registered in any public or private hospital within Dubai. The process is not initiated by the family but automatically triggered by the system itself.

The moment a death is officially registered the unified digital platform instantly and automatically notifies all relevant government entities. This proactive service delivery means families do not have to chase documents. Death certificates are issued automatically and circulated internally saving a major step.

The heart of the operational efficiency lies with the dedicated Government Service Officer GSO assigned to each case. This GSO acts as the family’s single point of contact handling all procedures from funeral logistics to crucial documentation on their behalf.

Financial and legal processes are also dramatically streamlined through the Jabr system. In collaboration with Digital Dubai the platform features a unified payment point reducing the number of transaction steps for any required fees. Critically for inheritance matters Dubai Courts proactively opens the estate file without requiring the family’s immediate in person attendance.

 The estate preparation file is automatically registered upon death certificate issuance with relevant authorities inventoried to ensure heirs can proceed with documentation smoothly and quickly. This integration using advanced technologies ensures families can complete all necessary procedures smoothly and quickly without the need to visit multiple entities a testament to the efficient design of the Jabr system.

Compassion and Inclusion Who is Supported by Jabr

The design of the Jabr initiative reflects Dubai Government’s deep commitment to its diverse population ensuring both Emirati and resident families receive appropriate culturally sensitive support.

For Emirati families the support network is comprehensive including the provision of fully equipped condolence tents and hospitality services. For resident families the assigned GSO coordinates support through a network of public benefit organizations and places of worship ensuring every resident has access to essential support structures during mourning. 

Furthermore the Islamic Affairs and Charitable Activities Department IACAD offers optional religious lectures for bereaved families delivered by qualified religious counselors once notification is received.

The support extends even to the physical facilities and funeral preparations. IACAD has trained over 130 volunteers in a qualification program for washing and shrouding the deceased and the initiative includes standardized shroud kits and upgraded facilities at multiple cemeteries in coordination with Dubai Municipality. 

This attention to detail underscores the commitment of the Jabr service to embedding humanitarian values into every step of the bereavement process. The continuous enhancement of quality of life through integrated digital solutions is the ultimate goal of the Jabr platform making a difficult time more manageable for everyone in Dubai.
