Abu Dhabi Mandatory Pet Registration: What All Pet Owners Need To Know Before February 3rd, 2026

UAE February 1st, 2026: The emirate of Abu Dhabi has declared a significant regulatory initiative, a pet registration rule, with the intention of reinforcing animal welfare and decent proprietorship. According to the local authorities, since February 3, pet owners that do not obey the required rules of pet registration may face fines of up to Dh1,000.

The new rule will cover all cats and dogs, which will go a long way in ensuring that the environment within the emirate is safer and more organised both to the residents and to the animals.

A New Rule For Pet Ownership

Abu Dhabi officials are increasing the policies surrounding the ownership by ensuring that pet registration is obligatory. The project is an element of a greater plan of achieving animal welfare standards, decreasing the stray animals, and providing security to the citizens.

The officials indicate that the move will aid in ensuring accountability among pet owners and be in a position to monitor animal health, vaccination history as well as ownership information.

Mandatory Pet Registration

The pet registration is a formal activity where owners of pets have to enroll their cats and dogs in an approved government database. This involves the provision of information including:

  • Owner information
  • Pet breed and age
  • Vaccination status
  • Identification number on the microchip.

Upon pet registration, an official record is issued to every pet which will enable the authorities to track and control the welfare of animals in a better way.

Individual pet registration starts on February 3. Whereas in the past the authorities would give a grace period to comply with the rules, now they would be fined by those owners who fail to have their pets registered before the deadline.

Penalties Include:

  • Dh1,000 penalty on the lack of registration of a pet.
  • Dh500 penalty against neglecting to renew an existing pet registration.
  • Other penalties on the violations that are associated with neglect or abandonment.

The regulation applies to:

  • Individual pet owners
  • Families that keep pets in the house.
  • Commercial pet owners
  • Pet facilities and shelters of animals.

Cats and dogs are both covered under the mandatory pet registration law irrespective of their breed and size.

Pet Registration In Abu Dhabi: Steps To Follow 

Step 1: Microchipping Your Pet: Pet registration is compulsory through microchipping. Pets which are not microchipped cannot be registered.

Step 2: Pay a visit to a Licensed Veterinary Clinic: Abu Dhabi has licensed veterinary clinics, which help owners in the registration of the pet by entering medical and identification information in the system.

Step 3: Logging in via the TAMM Platform: Those who own pets can also do their pet registration online through the governmental TAMM platform which can be accessed by having a UAE Pass.

Step 4: Be Accepted with Official Confirmation: Upon approval, the owners are confirmed and a record of registration is attached with the microchip of the pet.

In the first implementation stage, individual owners do not have to pay anything while the pet registration process. Nevertheless, other veterinary services like the microchipping and vaccination services might be charged using standard clinic charges. It has been advised that owners should use the early registration to prevent last minute roadblock and fines.

Reasons Why Abu Dhabi Is Imposing Pet Registration

Authorities claim that pet registration is important in a number of ways such as improved animal welfare. Registered pets are also simple to monitor concerning vaccination, health check and disease prevention. There is a lower population of stray animals. Through the identification of owners, the government can minimize cases of abandonment and enhance the rescue missions.

There is more rapid reunification of lost pets. Registered pets like microchipped pets can be returned easily to owners in case the pets get lost. The pet registration makes the owners legally liable concerning the care and behaviour of their pets.

Besides the registration fines of pets, Abu Dhabi provides severe fines in case of animal abuse:

  • Dh2,000 fine for abandoning pets.
  • Maximum fine- Dh5,000 neglect/abuse.
  • Criminal prosecution on extreme animal abuse.

These actions strengthen the emirate pledge of being human and responsible to owning pets.

Campaigns Of Public Response And Awareness

The governments have initiated awareness programs to ensure that people have registered their pets before the deadline. Veterinary clinics, shelters and municipalities are collaborating to inform pet owners on their roles in the new law.

The move has been largely welcomed by residents and many of them consider pet registration as a step to greater animal protection and urban management.

Violation of obligatory pet registration may be fraught with:

  • Problem of difficulty in accessing veterinary services.
  • The legal issues in the lost or abandoned pets.
