Hospitals and Medical Facilities Now Submit Attestation Requests Directly, Eliminating Manual Patient Applications Under UAE Zero Bureaucracy Drive
Strategic Overview of the UAE Sick Leave Rule Shift
The Ministry of Health and Prevention (MoHAP) has updated the process of certifying and approving sick leave certificates. Healthcare facilities will now need to make a request for attestation of sick leave on an electronic platform, instead of the previous process where patients or their accompanying person would do this.
The new process aligns with the UAE Government’s Zero Bureaucracy Initiative by removing unnecessary documentation, reducing delays and improving efficiency across both public and private sectors.
What Has Changed in the Sick Leave Approval Process?
We have updated the administrative process for medical leaves as follows:
- Automated Provider Submission: Patients no longer need to apply for attestations. Hospitals / Clinics will submit on behalf of the patient.
- Integrated Approval Process: The Attestation of Sick Leaves and Medical Reports’ and Approval of Sick Leaves and Patient Companion Leave’ functions have been integrated. Requests that meet the criteria will be automatically passed to the final approval stage.
- Patient Companion Leaves: Leaves for companions are included in this streamlined process. Family members who are helping the patient in the hospital can be given certified leaves.
The entire process has been changed so that the origin of the service is the medical facility rather than the recovering patient.
Automatic Integration Simplifies Sick Leave Approvals for UAE Federal and Regional Staff
Eligible sick leave attestations using the new MoHAP portal will be automatically sent to government HR systems. Federal staff along with public sector staff in Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah will have immediate confirmation of their sick leave when they submit it to a hospital.
Digital connections between organisations means there are no delays in processing valid sick leave claims.

Key Beneficiaries Across Public and Private Sectors
Direct provider attestation has several positive outcomes for patients and companions:
Patients and Companions: Individuals who are unwell, or caring for a loved one who is in hospital, will no longer need to go to various government websites or attend attestation offices.
Federal and Local Government Employees: Employees who work within federal bodies and various local government bodies across different emirates can instantly have their leave approved.
Employers and HR Departments: Human resources will receive verified tamper proof medical certificates from the government. This means they can ensure they are adhering to UAE Labor Law.
MoHAP have digitalised and automated processes which reduce human error when processing, and ensure employees receive their leave entitlement.
Medical Facilities Mandated to Handle Direct Digital Submissions for Patient Sick Leave
Hospitals and outpatients under MoHAP will now have to attest sick leave at the point of consultation. Licensed professionals will be trained to ensure that all sick leave certificates adhere to federal guidelines and are submitted electronically.
Medical administration teams are also responsible for ensuring sick leave data is submitted in a timely manner meaning that all responsibility falls upon the healthcare provider.

Broader Impact on UAE Digital Health and Governance Goals
This is yet another milestone in the UAE’s commitment to providing customer-focused services. By eliminating the need for manual processes, health authorities are reducing the burden on their clinical staff and eliminating bottlenecks during the processing of sick leave certificates at regional medical centres.
The UAE can continue to be recognised as a global leader in agile digital government, zero bureaucracy and intelligent healthcare.
