UAE Media Law: New Regulations Announced with Fines Up to Dh2 Million

Dubai, May 30, 2025 – The UAE has recently introduced a new system under the UAE media law to control media activity for persons and institutions. The new regulations put in place to set clear standards for media content published or circulated in the country were announced in a press conference in Dubai. 

New UAE Media Law Sets Clear Content Standards

The UAE media law is the first major regulatory update in over 40 years. The standards are aimed at protecting the national identity and ensuring that all media entities adhere to tight content standards. 

UAE Media Law

The law looks after individuals and media institutions as well. It allows for individuals to set up their own media outlets under certain restrictions. The UAE media law also regulates advertising to make sure messages are clear and unauthorized contents are banned, especially when it concerns sensitive issues like health.

One of the main objectives of the UAE media law is to avoid misleading content. Any content that may mislead the public, create confusion between news and advertisement is hence forbidden. The messages that are ads must be easily identified and fully comprehended.

Fines and Penalties Under the UAE Media Law

The UAE media law provides for several punishments for anybody breaking the law. Administrative penalties can start with warnings and fines. The highest amount of fine payable for one single violation is Dh1 million. If the same violation is repeated, the fine may be doubled to Dh2 million.

Here is a list of fines for common violations under the UAE media law:

  • Publishing misleading content: Fine up to Dh1 million (doubled to Dh2 million for repeat offenses)
  • Mixing advertising and content without a clear separation: Fine up to Dh1 million
  • Publishing unauthorized health advertisements: Fine up to Dh1 million
  • Violating content standards or guidelines: Fine up to Dh1 million
  • Repeated violations: Fine up to Dh2 million

Besides fines, the media law allows for other penalties. These include warnings, cancellation of licenses, permits, or approval for an individual, establishment, or media institution.

Supporting Local Content and Innovation

There is more to the law than penalties. It also seeks to empower local content creators and innovators under the new system. It provides grants to local authors, filmmakers, and theater producers. It also provides for particular packages for publishing, cinema, and electronic games, while also laying out new classes for small cinemas so that they can develop further.

UAE Media Law

A very soon-to-be-launched platform will enable public monitoring of media content. This will ensure that the media in the UAE meets the new standards and regulations laid down by the UAE media law.

With such strict fines and clear-cut rules shielding the public from untruthful content and supporting the upliftment of the local media, the UAE media law opens a wide spectrum of enlightenment for the media sector in the country. The entirety of the media law is major progress for the media sector by ensuring content is responsible, accurate, and in line with national values.

Licensing and Enforcement: New Structure and Clarity

The new media law in the UAE brings in a precise licensing system for all sorts of media activity. Now, each person and company operating in media, be it print, digital, or broadcast, must have the appropriate license. Fines for the unlicensed operation begin at AED 5,000 and rise with repeat violations. The law also clearly defines the way of application, renewal, or appeal of licensing decisions and makes these procedures truly transparent and easy to understand.

A special committee consisting of media experts will look into violations and decide penalties based on their seriousness and impact. The UAE Media Council or local authorities may also suspend or revoke licenses for grave affairs. If one disagrees with the penalty, one may file a grievance within a 15-day period, and within another 15 days, a decision shall be pronounced. This provides fairness, protection, and administrative regulation of all activities.
