To increase housing access and attract buyers in the property market, authorities announced the new Dubai First Home Initiative on Wednesday, which offers various perks and benefits to first-time home buyers. The plan is launched through collaborative efforts between the Dubai Land Department (DLD) and the Department of Economy and Tourism. The Dubai First Home Initiative is one of the key holders of the Dubai Economic Agenda D33 or D33, which is a 10-year plan that focuses on doubling Dubai’s economy by the year 2033.
Banks And Developers That Are Participating
The Dubai First Home Initiative coordinates among 13 real estate tycoons, 5 trusted banks and several strategic partners. Some of the real estate developers as a part of the scheme include renowned names like Azizi Developments, Binghatti Holding, Dubai Properties, Emaar Properties and Majid Al Futtaim.

The developers will offer assistance to first-time home buyers by helping with priority access to the units in the new off-plan launches and better financial deals, which will include preferential pricing on the units up to Dh5 million.While the 5 partner banks are Commercial Bank of Dubai, Dubai Islamic Bank, Emirates NBD, Emirates Islamic and Mashreq Bank, with reports of other banks joining as the program progresses.
Who Is Eligible To Avail The Scheme
The criteria below are listed for first-time home buyers and real estate agents with clients who will be buying their home under the Dubai First Home Initiative. For first-time home buyers:

- They must be a UAE resident (national or expat)
- They should not be the owner of any freehold residential property in Dubai
- They must be 18 or above 18 years of age.
- They should be looking for a property below AED 5M in value.
For the participating brokers and agents, the steps will be different. First, the clients will be registered through the Broker Platform. The broker will use the UAE Pass app to authenticate the client’s residency status. Once residency is verified and confirmed, the system generates a QR code for their eligibility.
For off-plan sales, one has to share the QR code with the developer during booking while for secondary sales, the QR code will allow lower mortgage rates from the banks involved.
