Furthermore the Knowledge and Human Development Authority KHDA has trained hundreds of school counselors to support students experiencing family loss working to ensure children are not left to cope alone. Eligibility for the service is universal covering all deaths registered in any public or private hospital within Dubai. The process is not initiated by the family but automatically triggered by the system itself.

The moment a death is officially registered the unified digital platform instantly and automatically notifies all relevant government entities. This proactive service delivery means families do not have to chase documents. Death certificates are issued automatically and circulated internally saving a major step.

In collaboration with Digital Dubai the platform features a unified payment point reducing the number of transaction steps for any required fees. Critically for inheritance matters Dubai Courts proactively opens the estate file without requiring the family’s immediate in person attendance.

 The estate preparation file is automatically registered upon death certificate issuance with relevant authorities inventoried to ensure heirs can proceed with documentation smoothly and quickly. This integration using advanced technologies ensures families can complete all necessary procedures smoothly and quickly without the need to visit multiple entities a testament to the efficient design of the Jabr system.

Compassion and Inclusion Who is Supported by Jabr

The design of the Jabr initiative reflects Dubai Government’s deep commitment to its diverse population ensuring both Emirati and resident families receive appropriate culturally sensitive support.

For Emirati families the support network is comprehensive including the provision of fully equipped condolence tents and hospitality services. For resident families the assigned GSO coordinates support through a network of public benefit organizations and places of worship ensuring every resident has access to essential support structures during mourning. 

Furthermore the Islamic Affairs and Charitable Activities Department IACAD offers optional religious lectures for bereaved families delivered by qualified religious counselors once notification is received.

IACAD has trained over 130 volunteers in a qualification program for washing and shrouding the deceased and the initiative includes standardized shroud kits and upgraded facilities at multiple cemeteries in coordination with Dubai Municipality. 

This attention to detail underscores the commitment of the Jabr service to embedding humanitarian values into every step of the bereavement process.
