Dubai, January 14, 2026: Dubai’s education regulator has announced fresh new KHDA guidelines to help schools use external student assessments in a clear, fair way. The Knowledge and Human Development Authority (KHDA) hopes the changes will support students with different learning needs. These new KHDA guidelines show when, why, and how external assessments should be used by schools.

The new KHDA guidelines aim to be easy for parents and teachers to understand. They explain how schools should talk with families when an external assessment is needed. The focus is on helping students learn better, not on giving labels or limits.

What the New KHDA Guidelines Say?

The new KHDA guidelines cover when a student should be referred for an external assessment. Usually, the need comes from teachers who see a child struggling. Schools try help inside the classroom first. If in-class support is not enough, then experts recommend a specialist assessment.

Under the new KHDA guidelines, schools must explain the purpose of these assessments to parents. They also tell families what the process involves and any costs. Parents are asked to take part in the conversation and give consent before an assessment moves forward.

Once a specialist assessment is done, the report goes into the student’s individual learning plan. Teachers are trained to use the suggestions properly. Parents get regular updates and meetings to check progress. These steps help ensure the support works well for each child.

The new KHDA guidelines also make clear that schools should not just collect reports. Instead, teachers should use the results to tailor lessons and classroom support. Staff need ongoing training so they can put recommendations into action effectively.

How the New KHDA GuidelinesWill Help Students?

The new KHDA guidelines were positive for the education professionals in Dubai, as they were convinced that this was an already very forward-looking step towards the support of schools. An array of school principals remarked that they had considerably understood a child’s learning profile via the external assessments. Such knowledge enables teachers to pick the best ways for each student.

One principal of a certain school claimed that the assessment results give the teachers a basis on which to make a learning plan that is most suited for the child. The child’s report illustrates his/her strong points and weak points and at the same time recommends various ways the school could assist the child in his/her journey towards success. Due to this, teachers can be more adaptive in their teaching methods, i.e. offering personalized assistance or giving extra challenges to those students who are prepared, depending on the situation.

In addition, instructors in another educational institution argued that the recent KHDA’s directives have enabled the schools to fill in the learning gaps without the need to transfer the students to lower classes. The teachers are able to convert the recommendations of the report into everyday classroom practices that provide the students with support all the time.

School leaders have also mentioned that the new KHDA guidelines do not lead to any decline in the standards expected from the students. Instead, they bring about the raise of the bar in terms of the learning that is quality-wise. The teachers can either provide targeted reading support or modify the assignments so that the students remain engrossed in the subject and continue learning at their own pace.

These changes also show that Dubai’s education system values inclusive learning. The new KHDA guidelines encourage schools to view differences in learning as part of natural diversity. This means schools work to support every learner without stigma.

What This Means for Parents?

The new KHDA guidelines give parents more clarity when their child is recommended for an external assessment. Schools must hold briefing sessions and explain the steps early. KHDA also hosts online sessions for families to ask questions and understand how the process works.

Parents now know what to expect when an outside expert is involved. They learn what the assessment reports look like and how teachers will use the findings. This makes it easier for families to support their children at home and in school.

Schools agreed that good communication is key. The new KHDA guidelines stress that families should feel part of the process. This helps build trust and ensures that all caregivers understand how learning support works.
