A fresh investment pledge, 18 new agreements, and a strategic forum in Athens. Here is the simple version.
On October 22, Abu Dhabi’s Crown Prince Sheikh Khaled bin Mohamed visited Athens. There the UAE announced an investment pledge of €15 billion in Greece. This plan is one of the economic stories of the week.
The Announcement
The €15 billion investment—about $16.8 billion—expands a joint effort between the UAE and Greece. The Abu Dhabi Media Office said the move shows the UAE’s confidence in Greece’s economy and investment potential.
Sheikh Khaled met Greek Prime Minister Kyriakos Mitsotakis in Athens. They talked about developments and the value of security, peace, and stability. The UAE-Greece investment plan includes energy, infrastructure, healthcare, and advanced technology.
Building on 2022
This is not starting from zero. The current plan builds on a €4 billion initiative launched in May 2022.
That earlier effort led to deals in energy and healthcare, though no specific projects were named.
In 2024 Masdar bought a 70% stake in the energy company Terna Energy for €3.2 billion. It completed the deal in 2025. These events show that the UAE-Greece investment plan has some momentum.
The Athens Forum
The UAE-Greece Strategic Forum happened on the day.
Reports say 18 agreements and commercial partnerships worth more than €12.75 billion were signed between UAE and Greek companies. The UAE trade minister mentioned 17, so the number varies.
Prime Minister Mitsotakis and Dr. Thani bin Ahmed Al Zeyoudi, the UAE Minister of Foreign Trade, spoke at the event. Panels focused on food security and artificial intelligence. This was the setting for the UAE-Greece investment plan.
Where the Money Could Go
The forum listed areas for investment. The UAE-Greece investment plan has not yet broken down the €15 billion by sector. These are the main focus areas:
- Digital infrastructure
- Advanced technology and artificial intelligence
- Renewable energy and clean-energy infrastructure
- Industry
- Logistics, transport, and ports
- Healthcare and life sciences
- Food security

Why Greece
Greece’s location is a big reason for the investment. It sits at the crossroads of Europe and wider regions. Al Zeyoudi called the UAE “a platform for trade, investment, and connectivity.” Greek ports and logistics fit well into that vision.
At its core the UAE-Greece investment plan is two nations becoming bridges between continents.
What We Still Don’t Know
The numbers come from the Abu Dhabi Media Office and forum reports.
There is no verification. No list of projects, timelines, or funding details has been shared for the €15 billion.
The value of the 2022 plan also varies between sources. For now the UAE-Greece investment plan should be seen as a promise, not a set of finalized projects.
The Bottom Line
It is a commitment, with many details left to come. Watch which sectors get funding first. That will show how the UAE-Greece investment plan actually unfolds.
