December 28, 2025, Dubai, UAE: The a shift in the UAE child protection practice, and it is apparent that they are taking the matter seriously on and offline. The updates in the UAE new federal law, in particular the Law the Wadeema and the 2025 updates, have made the country a model in the region of protecting children’s rights and welfare.

  • The UAE New Federal Law builds on the Wadeema Law, which is Federal Law No. 3 of 2016.

  • Ensures the safeguarding of all children in the UAE, including citizens and residents.
  • Emphasises non-discriminatory access to good living conditions, health services, education, and opportunities.
  • Under the UAE New Federal Law, experts may intervene if a child’s safety is threatened.
  • Children can be taken into protective custody without court orders in cases of imminent danger.
  • Experts may also provide regular monitoring and support to resolve family conflicts.

 2. Federal Law Digital Safety Measures

  • The UAE New Federal Law expands to tackle digital safety and online threats.
  • Cybercrime Law No. 34 of 2021 criminalises cyberbullying and online harassment.
  • Protects children against online content that violates public morals.

  • Companies must provide easy-to-understand privacy policies for children.
  • Awareness programs like Safer Internet Day support the UAE New Federal Law enforcement goals through education.

   3. 2025 Legal Reforms Boost Child Rights

  • Reforms under the UAE New Federal Law introduce stronger penalties for crimes involving minors.
  • Sexual crimes against children under 18 carry a minimum of 10 years in prison and heavy fines.
  • Children above 8 can gain custody rights regardless of gender.
  • Children above 25 may choose which parent will be their custodian.
  • Both parents have equal travel rights for up to 60 days a year with court approval.
  • Federal Decree-Law No. 41 of 2024 (effective April 2025) introduces further child-friendly measures supporting the UAE New Federal Law.

   4. Mechanisms of Enforcement and Reporting

  • Punishments range from 3 years to life imprisonment depending on severity.
  • Giving narcotics to minors leads to 5+ years in jail and heavy fines.

Improve Social Protection and Foster Care

The new amendments are the first time a foreign resident and a single woman are opened for foster care. The residents of the UAE who are healthy single women aged above 30 years and are capable of taking care of a child may now apply. The policy will provide a greater number of families with an opportunity to provide care to children who require a home.

The UAE new federal law also compels the health sector and the private facilities to establish rehab services in the entire country. This is a step to transform the country no longer to pursuits of punishment bu recovery support.
