August 3, 2025 | Dubai, UAE: Israel has now made its UAE Travel Warning stronger for its people due to growing area unrest and more risks of attacks by terror groups. The alert update, sent out on Thursday by Israel’s National Security Council (NSC), shows more worry about the safety of Israelis in UAE lands.
The NSC says the UAE travel warning comes from a bigger danger that groups backed by Iran, like Hezbollah, Hamas, and parts of world terror networks, might try to hit Israeli folks. The agency spoke of more wants for payback after Israel’s army acts – Operation Rising Lion and Operation Iron Swords, against Iranian and Palestinian groups.
“The risk level is still high. Terror groups might try to hit Israeli or Jewish spots in the UAE, mainly during holidays and Shabbat,” said the NSC note.
The UAE Travel Warning is still at Level 3, meaning “a high real threat.” Israeli leaders tell people to skip trips that are not needed and really ask those in the country to be more watchful. The advice pushes people to “think hard” about going to the Emirates, even though it’s known as one of the safest places around.
Targeted Threats and Rising Risk for Israelis in UAE
The advice comes at a tense time, as Israel gets more flak over the crisis in Gaza. The army’s strong hold there has led to a lot of bad talk, most now calling it a hunger crisis. Security folks say this has added to extreme anger targeting Israelis in UAE cities like Dubai and Abu Dhabi.

The fresh UAE Travel Warning is based on facts and past events. Israeli spies have always watched for bad groups going after easy spots outside of Israel, mainly in lands with many Israeli or Jewish people.
“History shows that these groups often act outside Israel’s borders,” the NSC noted, showing that Israelis in UAE might be seen as easy marks of the Israeli state.
The Jewish group in the UAE has gotten more seen and bigger since the 2020 Abraham Accords. Israeli work, travel, and religious groups have slowly built up in the Emirates, making the risk to Israelis in UAE higher.
The NSC warns that public meets, synagogues, Jewish cultural centers, and events in religious times may be picked as marks. The advice tells Israeli folks to avoid busy spots and keep a low key while in the Gulf state.
A Recent Event Underlines the UAE Travel Warning
In March 2025, a court in the UAE said three people must die for killing Zvi Kogan. He was a 28-year-old rabbi from Israel and Moldova, tied to the Chabad Jewish group. It was done in Dubai, back in November 2024. The Abu Dhabi Federal Appeal Court later called it a “terrorist act.”

This made Israel say the UAE Travel Warning again. They talked about how this showed more danger for Israelis there. Even though the UAE acted fast and strong to the killing, Israeli leaders still worry about ongoing outside threats.
Even with the big step forward in the Abraham Accords, the NSC adds that normal ties do not cut the need for care. In its last message, the Council stood by its move to keep all Israelis in UAE and other lands safe.

Israeli Foreign Affairs folks are working with UAE leaders to look at ongoing dangers and find better ways to keep Israelis in UAE safe, mostly during the coming Jewish holidays.
The Israeli government urges its people to:
- Stay away from trips to the UAE that are not needed
- Be very watchful in public spots and worship places
- Keep updated through the government’s travel ways
- Stay away from public shows of nationality or religion
- Keep in touch with the local Israeli diplomatic places
The NSC says that the UAE Travel Warning will keep getting updates as the facts change. Travelers should sign up with Israeli consulate services before they go and keep emergency numbers ready while away.
