October 15, 2025 | Dubai, UAE: Arab businessman and top-notch UAE boardroom boss Khalaf Ahmad Al Habtoor has presented a lofty scheme of reconstructing the devastated Gaza within three years by Gaza Reconstruction Plan. The founder and chairman of Al Habtoor Group, therefore, did so in an open letter to the current US president, contesting for the presidency at the time.

Three-Phase Gaza Reconstruction Plan Unveiled

The fourth pillar of the 22-point plan includes a comprehensive approach based on the reconstruction of homes, infrastructure, economic activity, and public services in Gaza. Revealed an Elaborate Three-Phase Gaza Reconstruction Strategy.

Housing Construction Timeline and Targets

The program sets up electricity, water supply, and sanitation services that are fundamental to equal living standards. Al Habtoor indeed commits to constructing 150,000 housing units in three stages in the next three years, across the Gaza neighborhoods. Stage One makes provision for 50,000 housing units concerning 15 months of rehousing.

Stage Two adds another 50,000 units starting six months after Stage One begins. In this case, the final stage is the construction of 50,000 units in order to achieve the total objective of these units amounting to 150,000. This ambitious Gaza reconstruction plan aims to rebuild Gaza’s housing stock rapidly and efficiently.

Housing Construction Schedule and Achievements

The housing component of the Gaza reconstruction plan has the most aggressive timetable with the highest chance of success at some stages of the plan. The first section is between 0 and 15 months, and in such a scenario, they will be providing accommodation for 50,000 people with the help of 5,000 buildings.
