October 15, 2025 | Dubai, UAE: Arab businessman and top-notch UAE boardroom boss Khalaf Ahmad Al Habtoor has presented a lofty scheme of reconstructing the devastated Gaza within three years by Gaza Reconstruction Plan. The founder and chairman of Al Habtoor Group, therefore, did so in an open letter to the current US president, contesting for the presidency at the time.

Three-Phase Gaza Reconstruction Plan Unveiled

The fourth pillar of the 22-point plan includes a comprehensive approach based on the reconstruction of homes, infrastructure, economic activity, and public services in Gaza. Revealed an Elaborate Three-Phase Gaza Reconstruction Strategy.

The Gaza Complex Development Proposal is designed to cater for immediate humanitarian structures as well as long-term development structures and follows three fundamental phases. The first phase is expected to clear the remains of the demolished buildings and provide (omit)temporary lodging for the people who were displaced.

Housing Construction Timeline and Targets

The program sets up electricity, water supply, and sanitation services that are fundamental to equal living standards. Al Habtoor indeed commits to constructing 150,000 housing units in three stages in the next three years, across the Gaza neighborhoods. Stage One makes provision for 50,000 housing units concerning 15 months of rehousing.

Stage Two adds another 50,000 units starting six months after Stage One begins. In this case, the final stage is the construction of 50,000 units in order to achieve the total objective of these units amounting to 150,000. This ambitious Gaza reconstruction plan aims to rebuild Gaza’s housing stock rapidly and efficiently.

Housing Construction Schedule and Achievements

The housing component of the Gaza reconstruction plan has the most aggressive timetable with the highest chance of success at some stages of the plan. The first section is between 0 and 15 months, and in such a scenario, they will be providing accommodation for 50,000 people with the help of 5,000 buildings. Such rapid phasing forms a foundation for the construction site, creating the ultimate clarity as alpha phase includes setup of temporary shelters, and permanent construction begins.

Economic Revival Through Job Creation

The Gaza Reconstruction Plan’s Phase Two starts as Phase One is on the verge of completion, capitalizing on momentum and often resulting in quicker handover of built units. This method of moving forward makes the overall planning process run smoother, which does not interrupt the established timeframe. The final part of the project continues to follow this guide in order to be in good control and to upper-bound execution of 150,000 residential units within three years.

Al Habtoor Group’s Track Record and Capabilities

Al Habtoor Group, already respected as a dynamo in project construction, now focuses on job creation and economic increase as the second stage in the Gaza reconstruction program. The scheme can deliver advanced infrastructure as well as industrial zones and commercial centers distributed all over the region. Through the development of these economic centers, it is envisaged that hundreds of thousands of local residents will be able to obtain a source of income to support their daily lives and to keep the economy viable and growing.

According to Al Habtoor’s Gaza reconstruction plan strategy, it calls not only for the rehabilitation of destroyed structures, but areas where the physically destroyed structures once stood (omit). Therefore, these zones will provide a base for manufacturing and trade commerce that acts as a basis for the development on a wide scale.
