Dubai Replaces App Championship With an Even Bigger Initiative

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum announces the Create AI Agents Championship at Emirates Towers Boulevard on October 7, 2026.

The Create AI Agents Championship marks Dubai’s next move in a technology race. Dubai has decided it will lead, not follow.

There is a moment in every technology cycle when tools that felt futuristic become the floor. Apps had that moment. In hindsight, those tools reshape norms and daily work. People adapt quickly as capabilities move from novelty to necessity. The transition feels gradual yet powerful.

They went from being remarkable to being expected, so embedded in daily life that having one stopped being impressive. This shift mirrors Create AI Agents Championship Dubai 2026 and similar events. Over time, these shifts become ordinary expectations in both work and leisure. Dubai noticed. And on October 7th, at Emirates Towers Boulevard, it announced what comes next.

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE and Chairman of The Executive Council of Dubai, announced the launch of the Create AI Agents Championship, a complete reimagining of what was previously known as the Create Apps Championship. The announcement came as winners of the championship’s third edition were honoured at the same event, closing one chapter and opening another in the same evening.

Three Editions. 15,564 Applications. Then Something Better Came Along.

Before understanding what the Create AI Agents Championship is, it helps to appreciate what it is replacing — and why that replacement is a statement rather than simply an update.

The Create Apps Championship, led by the Dubai Chamber of Digital Economy, ran for three editions and built something genuinely impressive. Across those three cycles, 15,564 applications arrived from participants in 153 countries. Those entries contributed to the development of 1,700 prototypes and helped bring more than 140 applications to life. The third edition alone attracted 9,754 entries from around the world a number that reflects how seriously a global community of developers and creators took the opportunity Dubai was offering.

By any reasonable measure, that is a successful programme. The decision to retire it and move into something new is not a sign that it failed. It is a sign that it worked well enough to make itself obsolete.

What AI Agents Actually Are — and Why They Change Everything

The shift from apps to AI agents is not a cosmetic rebrand. It reflects a genuine change in what technology can do and what Dubai wants to be known for building.

An app is a tool. You open it, you use it, you close it. An AI agent is something different a system that can perceive its environment, make decisions, take actions and learn from outcomes without requiring a human to drive every step. AI agents do not wait to be opened. They operate, adapt and execute on behalf of the people or organisations they serve.

In practical terms, this means government services that anticipate needs rather than respond to requests. Healthcare systems that flag risks before symptoms present. Educational tools that adjust in real time to how a specific student is absorbing specific material. Logistics networks that reroute autonomously when conditions change.

The shift also raises questions that Dubai appears to be engaging with seriously. When AI agents make decisions, accountability matters enormously. When children interact with AI-powered tools, appropriate guardrails are not optional. When entire service layers are automated, the human outcomes they produce and the humans they exclude require active design rather than passive hope.

Sheikh Hamdan addressed this directly in his remarks. The goal, he said, is not automation for its own sake. It is making services more efficient, faster, easier and more closely centred on people. That framing technology in service of humanity rather than replacing it is one that Dubai has been consistent about even as its technological ambition has grown considerably more expansive.

Dubai’s Quiet but Deliberate Track Record

This announcement does not arrive in isolation. It lands inside a city that has spent years systematically building the infrastructure for exactly this kind of leadership.

The UAE was the first country in the world to appoint a dedicated Minister of Artificial Intelligence. Dubai’s D33 Economic Agenda explicitly targets digital economy growth. The Dubai Chamber of Digital Economy the body leading the Create Apps and now Create AI Agents initiative was established specifically to accelerate digital entrepreneurship and technology development as core economic drivers.

What the Create AI Agents Championship adds to that foundation is a signal: Dubai is not waiting for AI agents to become mainstream before deciding to lead in that space. It is moving into that position now, while the field is still being defined and while the rules of the competition are still being written.

That timing is deliberate. Being first in a maturing technology is difficult. Being first in a technology that is still forming is something else entirely.
