Top 10 Safest Countries: GCC Countries Dominate Global Nighttime Safety Rankings

September 22, 2025 | Dubai, UAE: The UAE and four other Gulf nations have achieved their positions among the top 10 Safest Countries in the world for nighttime safety, as per Gallup’s Global Safety Report that has been published this month. Singapore has topped the global ranking, but the commendable presence of the five GCC countries in the list reflects the region’s unwavering commitment to public security and community harmony.

Singapore Leads Global Rankings with Gulf Nations Close Behind

Singapore claimed the top position globally for nighttime safety, with 98% of residents reporting they feel safe walking alone at night, one of the highest figures Gallup has recorded worldwide. The complete list features Singapore, followed by Tajikistan, China, Oman, Saudi Arabia, Hong Kong, Kuwait, Norway, Bahrain, and the UAE.

This ranking showcases how GCC countries have consistently outperformed major European nations, including Denmark, Finland, Iceland, Switzerland, Austria, the Netherlands, Spain, Sweden, and Germany, as well as larger economies like the United Kingdom and United States.

UAE Maintains Exceptional Safety Record Among Top Performers

The UAE’s inclusion in the top 10 safest countries reflects a sustained commitment to public security that has never wavered. According to Julie Ray, managing editor for World News at Gallup, the UAE’s safety perception figure has never dropped below 90 percent, making it one of the most consistently secure nations globally.

This achievement is further validated by Numbeo’s 2025 Safety Index, which ranked the UAE as the world’s safest country with a score of 85.2 points, surpassing 167 other nations and improving from the previous year’s score of 84.5. The ranking reflects centralized governance, strong public order, and sustained investment in urban safety infrastructure that characterizes the Emirates.

Gulf Cooperation Council Countries Set Global Security Standards

Five GCC countries securing positions among the top 10 safest countries represents an unprecedented regional achievement in global safety rankings. Beyond the UAE in tenth place, Oman ranked fourth, Saudi Arabia fifth, Kuwait seventh, and Bahrain ninth, demonstrating the region’s shared emphasis on security, enforcement, and visible state presence.

This collective success stems from similar governance approaches across GCC countries, including strict law enforcement, advanced surveillance systems, and strong punishments for criminal activities. Qatar’s third-place ranking in Numbeo’s separate 2025 Safety Index (with a score of 84.6) further reinforces the region’s safety leadership.

Infrastructure and Community Satisfaction Drive Safety Perceptions

The success of GCC countries in achieving top 10 safest countries status extends beyond low crime rates to encompass comprehensive community satisfaction and infrastructure investment. In the UAE, 90% of residents report satisfaction with their communities as places to live, which directly correlates with feelings of safety according to Gallup research.

GCC countries have invested heavily in smart infrastructure, including over 100,000 surveillance cameras in major cities, AI-driven security systems with facial recognition technology, and centralised command centres providing real-time monitoring capabilities. These technological advances, combined with quick emergency response teams and disciplined police forces, create environments where families, children, women, and tourists feel protected at all hours.

Global Context and Future Implications

The dominance of GCC countries among the top 10 safest countries occurs against a backdrop of improving global safety perceptions, with 73% of adults worldwide reporting they feel safe walking alone at night the highest level since Gallup began tracking this survey in 2006. However, the achievement of five Gulf nations reaching the top ten represents more than statistical success; it demonstrates how sustained investment in public safety, effective governance, and community trust can create genuinely secure societies.

Countries with the lowest nighttime safety perceptions remain concentrated in Africa and Latin America, including South Africa, Lesotho, Botswana, Liberia, Ecuador, Chile, Zimbabwe, and Chad. The safest country rankings based on 145,170 adult interviews across 144 countries and territories provide authoritative evidence that GCC countries have established themselves as global leaders in personal security and quality of life.

The consistent presence of GCC countries among the top 10 safest countries reflects decades of leadership prioritising citizen welfare and security. As global insecurity rises in many regions, the Gulf has quietly become a blueprint for incorporating peace of mind into everyday life, setting standards that the world is increasingly noticing and seeking to emulate.
