The UAE driving licence is now recognised in 34 countries and international destinations, allowing Emirati citizens to legally drive while travelling or exchange their licence for a local one upon becoming residents. Under the Ministry of Interior’s “Murkhoos” initiative, the expanded recognition reflects growing international confidence in the UAE’s road safety standards, driver training system and licensing framework, making travel, work and relocation abroad more convenient for UAE nationals.
The programme, designed to simplify international mobility for UAE nationals, enables Emiratis to use their national driving licences while travelling and, in many cases, exchange them for local licences when they become residents abroad. The initiative also offers reciprocal benefits to eligible foreign nationals moving to the UAE.
UAE driving licence gains wider international recognition
According to the UAE Ministry of Interior, Emirati citizens can exchange their UAE driving licence for a local licence in 34 international destinations. In 33 of those destinations, they can also legally drive using their UAE-issued licence while visiting or travelling without obtaining a new permit.
South Korea is the only exception, allowing UAE licence holders to exchange their licences after becoming residents but not permitting visitors to drive using a UAE licence alone.
The Ministry said the initiative reflects ongoing efforts to make international travel, work and long-term residency easier for Emirati citizens while strengthening cooperation with countries that recognise UAE licensing standards.

What is the ‘Murkhoos’ initiative?
The “Murkhoos” initiative is a Ministry of Interior service that governs the recognition and exchange of driving licences between the UAE and partner countries.
Under the programme:
- UAE citizens can use their driving licences abroad in countries that recognise them.
- Emiratis who relocate overseas can exchange their UAE licence for a local one in participating countries.
- Eligible foreign visitors can drive in the UAE using their national licences.
- Foreign nationals who become UAE residents can exchange their existing licences for a UAE driving licence if their country is covered by the agreement.
The Ministry defines “recognition” as allowing visitors to drive using their home country’s licence, while “exchange” refers to replacing one country’s licence with another after residency requirements are met.

Why the UAE licence is widely accepted
The Ministry of Interior said the growing international recognition reflects confidence in the UAE’s road safety framework, driver training standards and licensing procedures.
The country’s traffic management system has increasingly aligned with international best practices, making it easier for partner countries to recognise UAE-issued licences without requiring drivers to repeat theory or practical examinations.
Officials said the agreements demonstrate international trust in the UAE’s licensing governance and commitment to road safety.
Foreign residents can also benefit
The reciprocal agreements are not limited to UAE nationals.
According to the Ministry, citizens of 53 countries can exchange their national driving licences for a UAE licence after obtaining residency, without taking practical or theoretical driving tests.
Additionally, licence holders from 52 of those countries may legally drive in the UAE during short visits without exchanging their licence. South Korean nationals may exchange their licences only after becoming UAE residents.
These reciprocal arrangements are intended to ease relocation for professionals, students and expatriates moving to the Emirates.
Requirements to exchange a licence in the UAE
Applicants seeking to exchange a foreign driving licence for a UAE licence must meet several eligibility criteria.
They must:
- Hold a valid driving licence issued by an approved country.
- Meet the legal minimum driving age.
- Possess valid UAE residency.
- Have residency, employment, study or residential ties within the relevant emirate.
- Successfully complete an approved eye examination.
In some cases, applicants may also be required to surrender their original licence in accordance with bilateral agreements between the UAE and the issuing country.
Required documents include a legal translation of the original licence where applicable, a copy of the existing licence and completion of the necessary administrative procedures.
The exchange fee is Dh600, and applications can be submitted through the Ministry of Interior’s smart application or its official online platform.
Easier travel and fewer administrative hurdles
The Ministry said mutual recognition agreements provide significant practical benefits for Emirati citizens travelling abroad for tourism, education, employment or permanent relocation.
By allowing drivers to use or exchange their UAE licences without repeating licensing tests, the agreements reduce paperwork, save time and lower the costs associated with obtaining a new driving licence overseas.
As the UAE continues expanding its network of international recognition agreements, the country’s driving licence is becoming an increasingly valuable travel and residency document for Emirati citizens around the world.
