December 18, 2025 | Dubai, UAE: A historic legal initiative, the UAE law reforms 2025 have a massive change in various aspects of the federal laws of the nation. The recent changes in UAE law reforms 2025, including stricter punishments on narcotics offenders and improved rights of minors, as well as more accommodating foster-care, are a sign of the commitment of the UAE to law enforcement and welfare.

  1. Tougher Narcotics Laws and Punishments.

Among the major features of the UAE law reforms 2025, the Federal Decree- Law on Combating Narcotic Drugs and Psychotropic Substances may be noted. These modifications reinforce the enforcement and implement more severe measures against the illegal drug related practices. 

Stricter penalties are imposed when pharmacies and medical professionals dispense or prescribe narcotics without the necessary permission carrying a minimum of five-year term in prison and fines ranging between AED 50,000. 

Physicians who prescribe medications without licensed reasons or more than authorized are also liable to comparable jail sentences and fines.

Foreigners caught with narcotics are usually deported when their sentences are over though courts in exceptional family-care cases can also opt out of this. 

Another target of the reforms is to enhance public health response of the UAE by empowering the federal and local authorities along with the private facilities to implement larger scale treatment and rehabilitation centers on addiction. 

These amendments strengthen the UAE position of zero-tolerance policy on the distribution and use of unauthorised narcotics, which aims at eliminating supply and prescription abuse. 

  1. Stiffer Criminal sanctions against sex offences.

The other pillar of the UAE law reforms 2025 enhances criminal sanctions of sexual offences, especially those related to a minor:

  • Any such sex between adults and persons aged below 18 years is now subjected to a minimum of 10-year imprisonment and a fine of not less than AED 100,000, even where it is alleged to have been with consent. 
  • In the UAE law reforms 2025, consent is not considered legal, unless the party on the other side is 16 years and above. 
  • Crimes involving prostitution and debauchery have since been punished with a heavier sentence particularly where children are implicated as part of efforts to safeguard the vulnerable members of society and curb exploitation.

Law enforcers are also given the mandate to further assess the level of risk taken by the offenders at the expiration of their sentences through medical, social, and psychological testing to justify the sentencing decision. 

Such developments underscore the focus by the UAE to protect minors and establish a better criminal justice system. 

  1. Reformed Foster Care System: More Adaptable and Bigger.

The UAE law reforms 2025 have brought about far-reaching changes in the sphere of social life, with the update of the foster care regime provided in Federal Decree-Law No. 12 of 2025 possibly being the most socially transformative. Previously limited to Emirati Muslim couples and individuals, the system has been opened up to non-Emirati residents, as well as single women to take care of children that do not have any parents.

New eligibility provisions are:

  • Foster children may be applied for by married couples (irrespective of their nationality or religion) who are 25 years or older. 
  • No maximum age limit exists as well, single women aged 30 and above can also be eligible. 
  • Notably, in the law, Foster care is not adoption: children do not inherit and enter the family lineage according to UAE laws. 
  • Procedural safeguards, such as the eligibility rules of carers and protective supervision, are also refined in the reforms, to achieve the child welfare and ethical care standards. 

The UAE law reforms 2025 is an important step in the current legal transformation of the UAE – an integration of effective law enforcement and social progressive policy. Both the harshness of punishments to narcotics abuse and sexual exploitation and the wider scope of provision of child-care places these shifts both in the priorities of general societal safety and the overall tendency to improve the state of society.
