December 22, 2025 | Dubai, UAE: This move is a historic breakthrough in the sphere of bilateral relations as Saudi Arabia and India concluded the mutual visa exemption agreement on 18 December 2025, thus abolishing the short-stay visa requirements of the owners of diplomatic, special and official passports. The Saudi and India Visa Free Travel Deal system is an excellent instance of a breakthrough in the dynamic strategic relationship between the two states.  

Details of the Saudi and India Visa Free Travel Deal

Deputy Minister Abdulmajeed Al-Smari of the Saudi Ministry of Foreign Affairs and the Indian Ambassador Dr. Suhel Ajaz Khan signed the agreement at the headquarters of the ministry in Riyadh. It is particularly applicable to official government travel where diplomatic, special and official holders of the passports of both nations can visit each other on a short-term basis without necessarily having to get a visa before visiting.  

The Indian Embassy in Saudi Arabia verified the news through social media, which means that the agreement is going to support official travels and expand bilateral interactions as a part of the India-Saudi Arabia Strategic Partnership Council. 

The arrangement will facilitate streamlining the official travel and lessening bureaucracy, and ensuring more frequent diplomatic visits between New Delhi and Riyadh. Although the Saudi and India Visa-Free Travel Deal, It is a big success in the realm of diplomacy; authorities made it clear that the possible exemption is not extended to a common holder of a passport, tourist, or even business traveller. 

Historic Saudi and India Visa Free Travel Deal Strengthens Diplomatic Ties

Common people will still need proper visas via the already existing channels, meaning that only those people who are government officials, diplomats, and special envoys in official business between the two countries will be the beneficiaries.   This means that Indian tourists and business travellers still need to obtain visas under the conventional method, including the option of e-visa, where one has to fulfil eligibility qualifications. By December 2025, Saudi Arabia will mostly issue single-entry visas to Indian nationals, and multiple-entry visas will be issued at discretion.  

The Saudi and India Visa Free Travel Deal agreement is presented in the framework of the Saudi-India Strategic Partnership Council that has grown due to four ministerial committees concerned with the defence cooperation, tourism, culture and other critical domains, which shows the holistic character of bilateral relations.  

On 5 December, Lok Sabha Speaker Om Birla declared that the Indian Parliament would put in place the India-Saudi Arabia Parliamentary Friendship Group. The idea behind this parliamentary diplomacy program is that it will become an essential bridge between the two countries, which will allow a better understanding of each other, share the best practices, and foster institutional cooperation.  

Economic Implications and History

Saudi and India Visa Free Travel Deal comes at a point where the two countries have never had this close an economic relationship as they are currently enjoying. India is the second-largest trading partner of Saudi Arabia, and Saudi Arabia is the fifth-largest and second-largest oil supplier to India. In 2024, the bilateral trade volume stood at US$39.9 bn, and is projected to keep growing.  

Indian investment in Saudi Arabia has been very large, with an investment amounting to US$4 billion in 2023 as compared to US$2.39 billion in 2022 due to its appealing investment climate. The visa waiver is projected to serve as a booster to further collaboration in the business and trade fronts, especially in the areas of technology, energy and infrastructure.  

This visa exemption will contribute to an increased number of exchanges at the highest level, which will allow programs and joint initiatives to be implemented faster. By streamlining formal travel, the agreement is an indication of confidence in a common goal and priorities.  

Historic Saudi and India Visa Free Travel Deal Strengthens Diplomatic Ties

The Saudi and India visa free travel deal agreement is another that is preceded by an earlier December Saudi Arabia-Russia deal. The Russian agreement applies to all types of passports and allows visa-free movement in case of tourism, business, or family visits up to 90 days in a row or non-row throughout a calendar year, thus showing the further inroads by Saudi Arabia in its diplomatic efforts.

Though it is limited to people owning official passports now, the agreement paves the way for cooperation in the future that might be beneficial to students, professionals, tourists, and families.  

The Saudi and India visa free travel agreement is timed in accordance with the efforts of Saudi Arabia in terms of Vision 2030, which will serve to diversify the economy and reinforce international relationships. A Saudi minister stated at the Manama Forum in November 2025 that the GCC Schengen-type tourist visa is still on schedule to be introduced in 2026 and will permit tourists to travel to various countries of the Gulf Cooperation Council with one visa.

Moreover, in November 2025, Saudi Arabia introduced a new instant e-visa system with applications being processed within one minute of receiving an application upon meeting all the requirements of qualified travellers.
