July 24, 2025 | Dubai, UAE: Dubai Free Zones Council (DFZC) and Dubai World Trade Centre Authority (DWTCA) announced today that they are introducing the Dubai One Freezone Passport, a historic project that will allow businesses to operate within all free zones in Dubai under a single license. The move will simplify business operations, increase efficiency, and further establish Dubai as an investment hub of choice.

Louis Vuitton, luxury goods company, is the world’s first global business to introduce the Dubai One Freezone Passport, a sign of confidence in the vision for rapid, agile, and networked business processes in the emirate.

Dubai One Freezone Passport, Multiple Free Zones: A Game‑Changer for Business Growth

Under Dubai One Freezone Passport, licensed companies have access to any partner free zone with an instant one-time application without requiring them to make multiple licence applications. Business entities do not lose their legal entity status as they extend business across free zones like JAFZA, DWTC, and Dubai Silicon Oasis.

Louis Vuitton is the first to benefit, seamlessly linking its JAFZA warehouse to a new corporate office at One Za’abeel in the DWTC Free Zone. The licence expansion was approved in a record five days, reinforcing Dubai’s agility and ease of doing business

Dr. Juma Al Matrooshi, DFZC Assistant Secretary General, stated, “The Dubai One Freezone Passport places Dubai at the forefront of global economic leadership. With frictionless growth in top-class free zones, we cement Dubai as a leading global destination for multinational and SME development.”

Abdalla Al Banna, DWTC Free Zone Vice President of Regulatory Operations, commented: “Louis Vuitton’s onboarding reflects the quality of companies Dubai attracts and is a testament to our drive towards good governance in the Dubai One Freezone Passport.”

Strategic Benefits and Economic Impact

Dubai One Freezone Passport operates on a model of shared licence, which eliminates double processing and lowers administrative charges. Time is saved, bureaucracy is eradicated, and businesses evolve faster through a single licence for multiple zones.

JAFZA Vice President of Licensing Amna Al Ali added that Dubai One Freezone Passport enables companies to utilize the facilities of more than one free zone without extra licences, which saves significantly on timeline and resource costs

The effort complements the Dubai Economic Agenda D33, which has the goal of making the emirate a global business destination and doubling its economy. The Dubai One Freezone Passport aligns with this agenda in that it generates real efficiency gains alongside attracting foreign investors

DFZC anticipates that more worldwide corporations and SMEs will use the Dubai One Freezone Passport in the following months, hence starting a wave of employment creation and investments across industries.

Delivering speed, flexibility, and cross-sector cooperation, the simplified deployment signals a major change in Dubai’s legal environment. Currently, companies benefit:

  • single license validity across several free zones
  • Remove of excessive approvals and paperwork
  • Quickly operating set-up across many sites
  • More strategic flexibility for cross-zone operations

Officials emphasized that the Dubai One Freezone Passport lowers expenses, improves scalability, and promotes Dubai’s non‑oil foreign trade expansion, which reached AED 835 billion in Q1 2025.

The Dubai One Freezone Passport reinforces Dubai’s image as a productive and growth-friendly business environment by simplifying licence processes and fronting significant brands like Louis Vuitton. Businesses are urged to investigate this creative approach and quicken their growth all over the emirate.

Furthermore encouraging free zone cooperation, promoting sectoral integration, and eliminating cross-zone enterprises’ conventional operational obstacles, the project also helps. With more businesses signing up, the Dubai One Freezone Passport is anticipated to greatly help to generate jobs, attract foreign direct investment, and establish Dubai as a world leader in innovation and business.
