The UAE is tightening its grip on digital piracy, having shut down 13,667 infringing web portals in the first quarter of 2026 in a sweeping nationwide initiative. The effort, driven by the government’s AI-driven “InstaBlock” project, marks an aggressive escalation in the fight against piracy, with a staggering 396% annual rise in shutdowns of illicit web portals. Just last February 2025, authorities took down 47,667 piracy web portals.

AI-Powered Enforcement Leads the Crackdown 

Key to the success of the program is artificial intelligence that enables real-time surveillance and response capability. With InstaBlock, law enforcers can instantly detect and block illegal websites. This has changed the approach to fighting infringement cases from reactive to proactive.

Another trend that emerges from the reports is that the period of Ramadan, when people watch more programs, marks a high in piracy cases. 5,677 websites were blocked during this period alone, showing the growing popularity of online media and piracy of content. The authorities took strict actions against it, making Ramadan one of the most active months for tackling piracy in the UAE.

AI InstaBlock System

Strong Public-Private Collaboration 

The raid has been successful thanks to strong collaboration among government departments, telecommunication authorities, and the top media organizations. Streaming service providers have helped significantly in exposing the breach of the law and enforcing regulations. This kind of collaboration is aimed at fighting piracy through the combined power of regulation and industry experience.

Supporting UAE’s Digital Economy Vision 

Other than helping to curb criminal activity, the initiative aligns with the overall vision of the country of establishing a safe and innovative digital economy. Using piracy as the basis of its war effort, the UAE plans to establish confidence in the digital environment, encourage people to consume legal content, and support the growth of its creative sector. The initiative will play a vital role in assisting various government initiatives towards securing intellectual property rights.

A Rapid Escalation Compared to Previous Years 

The scale of this current clampdown can be clearly shown when compared to previous years. While in 2024, just over 1,000 websites were taken offline, previous campaigns during Ramadan have resulted in the closure of around 1,100 websites. Given that 13,667 websites have been taken offline in just three months, it is obvious that there has been a tremendous boost in capability and enforcement, mostly because of AI developments.
